 Starter bay is a whole set of shelf, if you want add more shelf can add additional bay, then you can save money.Additional bay is cheaper than starter bay.(If you dan't care ,or you think saperated is better, you can all buy starter.) If your warehouse have three dimension to arrange, you can buy 3 starter bay, then you can calculate the length of each dimension to add the additional bay.
about Add  layer or reduce layer

If your goods is high , then you can reduce layer. If your goods is small and short, 4 layer is not suitable ,then you can add more layer . Add or reduce layer will cause price change.
