The introduction of SASO
In August 2004, in order to join in the WTO and perform WTO regulation, according to Council of Ministers of Saudi Arabia’s 213th decision, Saudi Arabia terminated the ICCP which is carried out in 1995. At the same time, according to Council of Ministers of Saudi Arabia’s 6386th decision, a new product certification plan (Conformity Certification Program, CoCP) has been approved which replaces ICCP. The new plan aims at protecting the safety of Saudi Arabia, ensuring the safety and health of consumers, protecting Islam, protecting the environment and avoid trade fraud. The plan promotes trade coordination, ensures the import procedure smoothly and reduces the risk of the product which is not in accordance with the rules.
Main contents of CoCP
1. The product which is in the range of CoCP must be in accordance with the rules of Saudi Arabia and others international standards accepted by Saudi Arabia.
2. Except the product control by SPS and other exempted products, each batch product must get CoC before shipment to show the product is in accordance with the rules and requirement. CoC makes sure the products are under rigorous examination in origin country.
3. CoC is the certification of customs clearance. If the imported product cannot have CoC or meet the requirement, the product will be rejected at the destination, and the importer should be in full charge.
4. When the product reached port, customhouse in Saudi Arabia may check a small percentage of the product to make sure the product is in accordance with the requirement.

The products listed on the mandatory certificate content must be checked by the qualified laboratory and pass the related test.
The products not listed on the mandatory certificate content can be authorized by the qualified laboratory to test by the importer’s willing. But each batch must do a pre-shipment inspection. The products are including stationery, household utensils, furniture and indoor articles, ect…

Saudi Arabia is in the Torrid Zone. Especially for the power electronic product, some tests must be according to the tropic requirement. The product can operate over 40°
2. What is the single-phase voltage in Saudi Arabia?
There are two kinds of single-phase voltage in Saudi Arabia. They are 127V/60Hz and 220V/60Hz. The power electronic product exporter should make sure the product’s design and test meet the requirement. So, if the labels on the products are 100-127V, 110-127V, 200-230V and 220V-240V etc… they are all unqualified.

According to Islamic law, the purpose of SASO:
1. Protect the safety of Saudi Arabia and the environment
2. Avoid trade fraud and unfair competition.
3. Avoid unqualified, unsafe or counterfeit products.

Packing list
To make sure products meet the requirement of Shipping Mark, the following projects could be tested:

8. Origin country(MADE IN CHINA)
9. All marks need to be written by Arabic
Registration
If you often buy products overseas, you can apply a registration. It lasts one year. The products which have registration can apply exemption according to physical truth.
1. Testing report (provide by qualified third party laboratory), or manufacturer/ audit factory report/ quality certificate
2. If documents are effective, you can hand over registration. If documents are not effective, the products should be tested by qualified third party laboratory according to Saudi Arabia standard.
