Declaration of Conformity

A Declaration of Conformity is a document by means of which the manufacturer or importer/seller of products certifies that the manufactured / supplied products conform to international and national standards, e.g. GOST, GOST R, GOST ISO and GOST R IEC.
A Declaration of Conformity can be issued in favor of a resident of the Russian Federation only; so potential applicants for product declaration are:
1. Russian manufacturer
2. Official representative office of a foreign manufacturer duly registered in Russia
3. Product importer/seller registered in the Russian Federation.
A Uniform List of Products Whose Conformity Should Be Confirmed by Adoption of a Declaration of Conformity is approved for mandatory declaration in compliance with Enactment No. 982 dated December 1, 2009 of the RF Government. I.e. if one or another product is mentioned in this List, an available declaration is an indispensable requirement for product import and sales within the RF territory. Also a Voluntary Certificate can be issued for any kind of products; if a voluntary certificate is issued together with a Declaration of Conformity, it is twice cheaper as compared to individual certification.
Registration of a Declaration of Conformity is based on a test report and on an ISO 9001 certificate; in some cases it is necessary to submit/execute: a Certificate of State Registration, a Fire Safety Certificate and a Veterinary Certificate. A Declaration of Conformity can be issued for any term; however as a rule a Declaration of Conformity, like a Certificate of Conformity, is issued for 1 - 3 years. A Declaration of Conformity has the same validity as a Certificate of Conformity and is valid over the whole territory of the Russian Federation.
